Why South Australians say "ETSA lock".
ETSA was the Electricity Trust of South Australia, the state's electricity authority for decades. The standardised lock fitted to domestic meter boxes became known by its name, and the term stuck long after the organisation itself was restructured and the distribution network passed to SA Power Networks.
So "ETSA lock" is not a brand you will find on a modern product label. It is local shorthand for the meter box lock used across South Australian homes: the one that lets an authorised meter reader open the box using a standard key, while keeping it shut to everybody else.
Why the box is locked at all
A meter box contains live electrical equipment. Locking it serves two purposes: keeping children and casual interference away from something genuinely dangerous, and ensuring the metering and main switch are not tampered with. Many boxes also house the main switch, which is exactly what you want reachable in an emergency and not otherwise.
Common faults
Meter boxes sit outside in full weather for decades, usually with no shelter. The failures are predictable: corrosion seizing the barrel, a wafer mechanism worn past working, a bent or snapped key, or a box that has been forced at some point and never properly repaired.

A meter box contains live electrical equipment. The division of responsibility is not a formality.
Levering the door or drilling blind risks contact with live equipment inside, and damage to metering that is not yours to repair. If the box will not open, leave it and call, and if you can see damaged wiring, exposed conductors, scorching or smell burning, contact SA Power Networks or emergency services before anybody touches it.

These locks use a standard pattern so authorised personnel can access any box, which by design means the key is not a security device in the way a house key is. Its job is to keep the box closed against casual and accidental opening, not to make it impenetrable. If you need genuinely restricted access to an enclosure, that is a different product and worth discussing.
My meter box lock has seized. Can it be fixed?
Occasionally a seized lock frees up with proper servicing, but corrosion in a box exposed to weather for years usually means the mechanism is past saving. Replacement is inexpensive and far more reliable than nursing a corroded barrel that will seize again next summer.
Do I need a locksmith or an electrician?
If the problem is the lock or the door of the box, a locksmith. If the problem is anything inside, meaning the switchboard, wiring, meter or main switch, a licensed electrician. If you are not sure which, describe what you are seeing when you call and we will tell you honestly, including when the answer is not us.
Can you fit a lock to a box that has never had one?
Usually yes, depending on the box construction and whether the door is sound. It is worth doing where there are young children about, or where the box is easily reached from a public footpath. Access for meter reading must be maintained, so the standard pattern is what goes on.
Someone has damaged my meter box door.
The door, hinges and lock can usually be repaired or replaced. If the damage extends inside the box, or anything electrical is exposed or has been disturbed, that needs an electrician or SA Power Networks first: treat it as unsafe until someone qualified has looked at it.
